Modifications and Clarification of Requirements in RSS-247
加拿大IC在2015年8月28日前还可以用RSS-210出报告,在2015年8月28日以后,分为两种情况:(1)用RSS-247出报告。
(2)在2016年8月28前用RSS-210出报告,但需要一份额外的报告作为补充RSS-247和RSS-210的差异部分。
(3)用RSS-247在2015年8月29日强制执行。
The purpose of this notice is to announce that Industry Canada is making the following modifications and clarifications to its requirements in RSS-247, Issue 1, Digital Transmission Systems (DTSs), Frequency Hopping Systems (FHSs) and Licence-Exempt Local Area Network (LE-LAN) Devices:
[*]Transition Period
Until August 28th, 2015, equipment will remain in compliance with the applicable RSS-210 requirements and be certified under either RSS-210 or RSS-247, as per the following:
[*]If a Certification Body (CB) has issued a certificate to RSS-210 before the date of publication of RSS-247 (May 28th, 2015), nothing needs to be changed and it can be submitted as is and the CB would indicate RSS-210 in the application.
[*]If a CB has issued a certificate after the date of publication of RSS-247 (May 28th, 2015), and a test report was issued to RSS-210, the certificate and the certification application shall indicate RSS-247.Industry Canada will be accepting test reports performed to RSS-210 until August 28th, 2015.After August 28th, 2015, Industry Canada will only accept 1) test reports performed to RSS-247 or 2) a test report performed to RSS-210 dated one year from the date of certification until August 28, 2016 provided that it is supplemented with a partial test report to cover any missing RSS-247 requirement.
[*]INSERT New Section 3.3 – Emissions Falling Within Restricted Frequency Bands shall read as follows:
3.3 Emissions Falling Within Restricted Frequency Bands
Equipment certified under this standard is required to comply with the provisions in RSS-Gen with respect to emissions falling within restricted frequency bands.These restricted frequency bands are listed in RSS-Gen.
[*]Section 5.4 2) (Transmitter Output Power and Equivalent Isotropically Radiated Power (E.I.R.P.) Requirements
2) For FHSs operating in the band 2400-2483.5 MHz, the maximum peak conducted output power shall not exceed 1.0 W and the e.i.r.p. shall not exceed 4 W. if the hopset uses 75 or more hopping channels; the maximum peak conducted output power shall not exceed 0.125 W and the e.i.r.p. shall not exceed 0.5 W if the hopset uses less than 75 hopping channels (see Section 5.4(5) for exceptions)

Listed below are the changes:
[*]references to Federal Communications Commission (FCC) Knowledge Database (KDB) and American National Standards Institute (ANSI) standards for the measurement method of dynamic frequency selection (DFS) have been added;
[*]a measurement procedure to be used for verifying the compliance of equipment to the e.i.r.p. at different antenna elevations has been added;
[*]the digital technology of systems operating in the band 5725-5850 MHz that employ digital modulation or both digital modulation and frequency hopping technology is covered under the LE-LAN provision;
[*]requirements for LE-LAN equipment operating in the band 5725-5825 MHz have been modified and the frequency band for LE-LAN equipment has been extended from 5725-5825 MHz to 5725-5850 MHz;
[*]the unwanted emission limit for LE-LAN equipment operating in the band 5150-5250 MHz is determined outside the band 5150-5350 MHz instead of 5150-5250 MHz;
[*]the unwanted emission limit for LE-LAN equipment operating in the band 5250-5350 MHz is determined outside the band 5150-5350 MHz instead of 5250-5350 MHz;
[*]conditions to allow equipment in the band 5150-5350 MHz have been added;
[*]the DFS procedure for LE-LAN equipment operating in the bands 5250-5350 MHz, 5470-5600 MHz and 5650-5725 MHz has been modified;
[*]the requirement for in-service monitoring for equipment operating in the frequency bands 5250-5350 MHz, 5470-5600 MHz and 5650-5725 MHz does not apply to slave devices which do not have a radar detection mechanism;
[*]requirements have been added for LE-LAN devices operating in the 5 GHz band with bandwidths that overlap various frequency ranges within the 5 GHz band; and
[*]a requirement that all LE-LAN devices contain security features to protect against modification of software by unauthorized parties has been added.

加拿大IC 新标准 RSS-247 Issue 1 May 2015 【Digital Transmission Systems (DTSs), Frequency Hopping Systems (FHSs) and Licence-Exempt Local Area Network (LE-LAN) Devices】已经实施,没有任何缓冲期。
除了已经没有comments 等待发证的案件以外,其他有comments 需要继续修改的和新IC 案件 属于 RSS-247 Issue 1 May 2015 scope的都要按照其来进行测试和出具报告。
也就是说以往的DTS ,FHSS 和UNII band 的产品 从RSS-210 里面被拿掉了,而是使用新的rule RSS-247 Issue 1 May 2015
2.4G 的部分和以往差别不大,但是UNII band 和以前的RSS-210 相比差别巨大,已经基本和FCC PART 15.407 新规则类似了。
