海关联盟技术法规 CU TR 004/2011

RUSSIA, BELARUS, KAZAKHSTAN – CLARIFICATION ON LOCAL REPRESENTATIVE REQUIREMENT

The Customs Union Eurasian Economic Commission provided clarification on the requirement for a local representative for regulated products certified under the Customs Union Technical Regulation (CU TR 004/2011) N° 768 “safety of low-voltage equipment” (LVD CU TR) and CU TR 020/2011 N° 879 “EMC of technical devices” (EMC CU TR) and the Decision N° 293 from 25 Dec 2012 “On unified forms of products certified under the certificate and declaration of conformity according to Customs Union Technical Regulations and rules of their execution”.  As of July 18, 2013, a local representative is required for issuance of the Customs Union certification. This is a legal person or natural person registered in one of the Customs Union member-states (Russia, Belarus, and Kazakhstan). The CU Certificate or Declaration will allow products to circulate in Russia, Belarus and Kazakhstan without the individual national certificates.

海关联盟欧亚经济委员会澄清了根据海关联盟技术法规（CU TR 004/2011），从2013年2月15日起三国（俄、哈、白）凡属于海关联盟（CU）管辖下的产品，必须申请CU认证。届时，三国将中止颁发原有各自独立的认证证书，包括：（俄罗斯的GOST-R证书，白俄罗斯的GOST-B证书，哈萨克斯坦的GOST-K证书）。也就是说三国都必须于2013年2月15日完成GOST-R、GOST-K、GOST-B认证向海关联盟CU认证的转换。

海关联盟证书 Customs unio Technical Regulations certificate （CU-TR）：是证明该产品符合海关联盟技术法规的唯一证明，该证书适用于：俄罗斯、白俄罗斯、哈萨克斯坦全境。

法规生效日期：2013年2月15日过渡日期：直到2015年3月15日（老的俄罗斯GOST-R证书或TR证书，到这个日期为止作废）海关联盟TR证书将执行新的证书格式和认证标志，标志为EAC mark.

海关联盟CU-TR技术法规认证证书，简称：TP TC.英文：Technical Regulations of the Customs unio conformity Certificates / Declarations of Conformity（简称CU-TR认证），因为认证标志是EAC mark，所以也叫EAC认证。法规生效日期：2013年2月15日

证书有效期

海关联盟CU认证的有效期分为：

· 单批次证书

· 1年期证书

· 3年期证书

· 5年期证书

单批次证书需要提交与独联体国家签署的供货合同；1年以及以上有效期证书称为连续性证书，可以在有效期内多次出口，需要认证机构专家进行工厂审核，生产工厂必须具有ISO 9001体系证书。

认证流程

第一步：填写海关联盟CU-TR认证申请表，确认出口产品名称、型号、数量、产品海关代码。

第二步：认证机构根据海关代码和产品信息确认产品类别，决定认证方案。

第三步：制造商根据认证机构的认证方案提交产品俄文资料和技术文件、测试报告、与独联体国家供货合同。

第五步：认证机构专家到生产工厂进行产品测试和质量体系审核（如有必要）

第六步：生产工厂根据机构专家意见修改产品资料文件或质量体系文件（如初次审核不合格）。

第七步：认证机构制作证书草稿，申请商确认草稿准确无误，反馈给机构。

第八步：证书签发。

第九步：在产品名牌上粘贴EAC认证标记，凭证书复印件清关
