The International Electrotechnical Commission (IEC) is a not-for-profit, non-governmental organization, founded in 1906.

The IEC's members are National Committees, and they appoint experts and delegates coming from industry, government bodies, associations and academia to participate in the technical and conformity assessment work of the IEC.

在国际导则21中规定的3种采用国际标准的程度，即等同采用、等效采用、不等效采用。
1. 等同采用：国家标准等同于国际标准，仅有或没有编辑性修改。
编辑性修改。根据ISO/IEC导则21的定义，是指不改变标准技术的内容的修改。如纠正排版或印刷错误；标点符号的改变；增加不改变技术内容的说明、指示，等等。可见，等同采用就是指国家标准与国际标准相同，不做或稍做编辑性修改。  

2. 等效采用：国家标准等效于国际标准，技术上只有很小差异。可见，等效采用就是技术内容上有小的差异、编辑上不完全相同。
所谓技术上的很小的差异，1SO/IEC导则21中定义为：国家标准与国际标准之间的小的技术差异是指，一种技术上的差异在国家标准中不得不用，而在国际标准中也可被接受，反之亦然。如，奥地利标准ONORMS 5022内河船舶噪声测量标准中，包括一份试验报告的推荐格式，而相应的国际标准ISO 2922中没有此内容。

3. 非等效采用。国家标准不等效于国际标准。这是ISO/1EC导则21中规定的第三种等效程度。非等效采用时，国家标准与国际标准在技术上有重大差异。

什么是国家标准与国际标准在技术上的重大差异?在ISO/IEC导则21的补充件《国家标准与国际标准之间等效程度的标记》中，都明确规定了重大技术差异或不等效于国际标准所包括的几种情况：

ISO／1EC导则21中指出，国家标准与国际标准间的重大技术差异，指国家标准中有国际标准不能接受的条款，或者在国际标准中有国家标准不能接受的条款。导则中同时指出，在技术上有重大差异的情况下，虽然国家标准制定时是以国际标准为基础，并在很大程度上与国际标准相适应，但不能使用"等效"这个术语。在1SO/1EC导则21的补充件中指出，包括以下3种情况：

①"国家标准包含的内容比国际标准少"，国家标准较国际要求低或选国际标准中部分内容。国家标准与国际标准之间没有互相接受条款的"逆定理"情况。
②"国家标准包含的内容比国际标准多"，国家标准增加了内容或类型，且具有较高要求等，也没有"逆定理"情况。
⑧国家标准与国际标准有重迭，部分内容是完全相同或技术上相同，但在其他内容上却互不包括对方的内容。  

4. 修改采用
我国标准采用国际标准的程度代号为：IDT等同采用；MOD修改采用。

一．国际标准的技术规范(TS)和技术报告(TR)
ISO(国际标准化组织)和IEC(国际电工委员会)是世界性的标准化专门机构。多年前（时间不详，至少30多年），ISO和IEC规定，技术委员会的主要任务是制定国际标准，但在例外的情况下，技术委员会可以提出下列类型之一的技术报告：
——1型(type 1)：虽经一再努力，但仍不能获得出版一项国际标准所需要的支持时；
——2型(type 2)：所讨论的项目仍处于技术发展阶段，或者由于其他任何原因在将来而不是立即有可能对一项国际标准达成一致的意见时；
——3型(type 3)：技术委员会所收集到的数据不是来源于正式出版的国际标准(例如“目前工艺水平”)时。

1型和2型技术报告在出版后3年内应提交复审，以决定是否将它们改变成国际标准。3型技术报告不是一定要进行复审，除非它们提供的数据已被认为不再有效或已经没有用。

1999年中期以前，它们统称为技术报告（Technical Report——TR）。1999年中期以后，将1型和2型技术报告改称为技术规范（Technical Specification——TS），只有3型仍称为技术报告。

从本世纪开始，又出现了“可公开获得的规范”（Publicly Available Specification——PAS）。
从标准的名称中看不出该标准是不是技术报告。技术报告标准的代号中包含了TR，即信息技术标准的代号为ISO/IEC TR，并在国际标准的前言中明确说明了该技术报告是属于什么型。

除技术报告的标准代号为ISO/IEC TR外，其他标准，如部分指南等也使用ISO/IEC TR。
在ISO（含ISO/IEC）中，TR大约有600多个，TS最少，到现在只有30多个。

对应于ISO/IEC JTC1《信息技术》的国际标准，到2009年底发布信息技术国际标准共计超过2000个，有TR共计约200个。标准的代号为，在1988年以前为 ISO/TR或IEC/TR，最早的TR是1974年发布的，1988年以后均为ISO/IEC TR。

在JTC1信息技术中，到现在为止只有3型技术报告（TR），还没有技术规范（TS）和可公开获得的规范（PAS）标准。

二．我国标准的指导性技术文件(GB/Z)
在我国，原国家质量技术监督局于1998年12月24日以“标发[1998]181号文发布了《国家标准化指导性技术文件管理规定》”。规定符合下列情况之一的项目，可制造指导性技术文件：

a) 技术尚在发展中，尚不能制定为标准的项目；
b) 采用国际标准化组织的技术报告的项目。

从2000年开始发布指导性技术文件（GB/Z）。现有信息技术方面的GB/Z共计18个，其中13个采用的是ISO/IEC TR技术报告，5个是我国自己制定的。
在ISO/IEC的技术报告中，有22个被我国采用为国家标准。在这22个标准中，有13个被采用为GB/Z，其他9个为GB/T（其中有几个是2000年及以前发布的）。

P-Member and O-member of IEC

     Any country desiring to participate in the work of the IEC shall form a Electrotechnical Committee for its own country, this Committee is called National Committee（NC). There shall be only one National Committee for each country. There are two forms of participation in the IEC:

• Full membership gives the possibility of fully participating in international standardization activities.
• Associate membership allows for limited participation of countries with limited resources.
  

    In addition, a Pre-Associate membership status provides countries with support in forming a national electrotechnical committee, with the aim of becoming Associate members.
The standards work of the IEC is carried out by technical committees (TCs) and subcommittees (SCs). The committees prepare technical documents which are then submitted to IEC members for voting with a view to their approval as international standards. Full member has the right to participate in the work of technical committees and subcommittees as

• Participating member (P-member) with an obligation to vote on all questions formally submitted for voting within technical committees or subcommittees, and to participate in meetings, or
• Observer member (O-member) to follow the work as an observer and therefore to receive committee documents and to have right to submit comments and to attend meetings. P-member : Participating member of a TC( Tecnical Committe)
